Most NEET aspirants don't know this, and it costs them lakhs of rupees.
There is a category of MBBS seats called semi-government seats that sits right between government colleges, which have very low fees and very high competition, and private colleges, which are easier to enter but may cost ₹12-25 lakh per year. These seats are barely discussed in coaching centres but can be a game-changer for thousands of students.
Let us explain exactly what they are, which states have them, and what the fees are.
It is not a type of college. It is a specific seat in either a government or private college where the state government legally fixes the fee through its Fee Regulatory Committee.
The simple test: Did the state government mandate this fee, or did the college decide it on its own?
Many students wrongly target these colleges thinking they are semi-government:
These are great colleges with low fees, but their fee structure is a voluntary institutional decision, not government regulation.
AP state government mandates an A category in all private medical colleges at just ₹16,000/year. Only AP domicile candidates are eligible.
Telangana follows the same A/B category system as Andhra Pradesh. A category fee is ₹60,000/year in private colleges, for Telangana domicile candidates only.
KEA reserves a government quota in every private medical college at ₹1.53 lakh/year. Management quota in the same college may cost ₹27-45 lakh/year. Karnataka domicile only.
Maharaja Agrasen Medical College, Agroha, Hisar is Haryana's only officially government-aided institution. Fee is ₹1.80 lakh/year and it follows state counselling and bond norms.
Gujarat Medical Education and Research Society operates semi-government colleges on a no-profit, no-loss basis under a government society. Gujarat domicile candidates can apply through ACPUGMEC counselling.
Punjab has state-regulated government quota seats in private medical colleges, available only to Punjab domicile candidates.
Officially called Government Quota in self-financing colleges, this follows the same basic concept. Tamil Nadu domicile candidates only.
85% of private college seats go to state quota, filled by WBMCC merit list, at ₹4-7 lakh/year. West Bengal domicile only.
Rajasthan government colleges have two fee slabs: standard government fee, around ₹23,100-38,000/year, and higher payment seats. There are around 780 payment seats in government colleges. Rajasthan domicile only.
The state regulates 85% of seats in private-aided colleges. Examples include KJ Somaiya Mumbai at around ₹10.5-11 lakh, Terna Navi Mumbai at ₹7-8 lakh, and MIMER Pune at ₹8-9 lakh. Maharashtra domicile only.
Every semi-government seat in India is for state domicile candidates only.
Outside-state students cannot compete for these seats. They can only apply for All India Quota, 15% of government college seats, management quota, or NRI quota.
